Contamination on Promenade Construction Site

I am a potential buyer of a Promenade condo and am concerned about contamination on the Promenade construction site. It looks seriously dangerous to live near the contaminated area and even to walk around. I am wondering what's going on in this area.

I was very interested in buying a condo at the Promenade and am now very concerned about the issue, Any thoughts?
