Construction on Mt Top Infront of IH

I just can't stand that noisy contruction that starts in front of IH around 7:30am. what bothers me is that i normally wake up around 9am. and it's loudest bewteen 7:30am and 9:30am. between 9:30am and 11am it's much quieter. why do they start the construction at 7:30? this is a serious quality of life isssue. also i don't like the smell when i open my window in the morning, probabably the smell coming from the construction.
