Apt searching

im looking for a 1 or 2bedroom apt under 1500.. where can i get a good deal? i heard many apts are vacant does that mean i will get reduction in rent? whwere can i go for the best deal for my money?? Avalon is asking $1750 for onebedroom even thought half of the units are vacant? what the heck?
