I'm not certain that it is the School District's absolute responsibility to provide afterschool care as a requirement. Yes, it is short notice but it is also a "nice to have"...as many parents have to provide afterschool care for their children via private means or else have a "latchkey" scenerio.
The school construction progress was slowed due to global supply and demand pressure with China buying up all available steel.
Since you had your child in private school...perhaps you can afford to provide a afterschool solution via your own means? Certainly your saving a ton by availing yourself to public education.
