[Gen. Discussion] River Road Crosswalk/Cars

I would like to get feedback and any suggestions on the following issues.
I live on River Road near Admiral’s Walk/Waterside. Each morning, I (attempt) to cross the street to get to the bus stop on the other side. I wait at the newly painted crosswalk while cars either intentionally speed up or swerve around other pedestrians trying to cross the street.
Then there are the illegally parked cars on River Road that block the bus stop, fire hydrant, and crosswalk. (Most of the people who park illegally hangout at the bagel store across the street.) How come the police do not enforce the no parking law? And is there anything the police can do about the crosswalk situation? I am not sure it is “required” for motorists to yield to pedestrians, or it’s just considered a courtesy. Thanks for reading this.
