No knowledge of midgets but "the camps" were from what I know started as campsites for weekenders. Back in the 1900's you could rent a site and pitch a tent, this developed into folks buying sites and building bungalows, which became a place where you could have a million dollar home on property you don't own.
When we lived there in the 50's my Dad had converted a bungalow built in about 1910 into a full time home, he paid $300.00 for the house, it had a player piano in it when we moved in for summer vacations in 1948, an outhouse and an outdoor cold water shower, became our escape from a NYC apt.in 1955. Someone said our house was a canteen of sorts for WW1 soldiers. Lots of history in that area.
