I don't know what's going on with the EVG expansion. But I do know what's happening to all the world's steel. China's been building so much in the past three+ years that it has affected the supply of steel in the rest of the world. They keep buying it, and the world's ability to produce it can't keep up. So the price has increased incredibly. China is also building factories so that they can produce their own steel, but by the time they are completed the demand will have slowed down (China's economy cannot continue to grow at it's current pace for more than a few more years). When they finally get those factories running, they will be producing steel that nobody wants (and the supply of steel in the world will exceed the demand), and the price of steel will drop again.

While this has been going on for a few years, it has only become a big problem for the past year or so. Projects simply cannot be built without going over budget.

As an example, I've heard that steel studs (that go inside non-bearing walls) are being quoted prices that are only good on the day of the quote. If you want to order them on the next day, the price may be higher. The obvious effect is that if you want to put up the walls, they are far more expensive than when you budgeted the construction costs a few months ago. So either the project can't be built, or it will be over budget.

So while I don't know what's going on with the EVG expansion, it would not surprise me at all to learn that it has been affected by the price of steel.
