Theatre Parking Lot

I went to the movies this weekend and stopped by the Hudson Walkway between the Promenade and I.Harbor. I saw what looked like an overflowing garbage can with beer cans. Is this a nightly hang out area for drinking? It seems so peaceful during the day.
