Midnight Hirings

The independent candidates say they will put an end to "midnight hirings". For those of you who are unable to attend council meetings, let me explain what this is about. First of all, this year (1999)the format of the council meetings was changed. Mayor Christiansen, in an effort to accomodate us citizens, moved the public portion of the meetings to the beginning of the meetings. This is what now ensues. The meetings start at 7PM. The same 4 or 5 people get up and say the same things and ask the same questions at all the meetings. Some of them ramble on and on, apparently enamored of the sound of their own voices. Two of these people are now running for office. I have even been present when people have admitted that they are repeating the question of another person. The next thing you know, it is 9PM. The mayor usually calls for a short break at this point. When the meeting is reconvened, the mayor and council move to the items on the formal agenda. This is when the tag team of Hogan and Rose take over. They question every little thing and argue about every insignificant point. I am not exaggerating; you have to be there to believe it. This extends the meeting even more. The next thing you know, it is 11PM. Now, I have to be honest and admit that I usually leave about 10PM because I just can't take any more. Sometimes you want to scream, "Get to the point already!". But I digress. Finally, at this late hour, the mayor and council go into closed session to discuss personnel matters. They put this at the end of the meeting so that the public part of the meeting does not go on forever and ever (although it does seem that way). So, what does this mean? By the time the mayor and council can vote on personnel matters, it is indeed close to midnight. Is it the intention of Mayor Christiansen to settle these matters at such a late hour? Of course not. However, with all of these windbags attending the meetings and with Hogan and Rose micro-managing everything, the meetings go on much later than anyone wants. No skullduggery is intended, believe me. If Mayor Christiansen is guilty of anything, it is of being too nice because, if I were in the mayor's seat, I'd tell these people to stop pontificating, get to the point and ask the darn question already!
