The road near the hot dog truck

An old time Edgewater resident told me of a bar that was on top of the Palisades that was reached by going up a road that is still defined in back of the hot dog truck at the entrance to the Palisades Int. Park and Edgewater colony.
Anyone else ever hear of this place?, I had asked about the road before but never found out what it was for. I used to got up to the top of the cliffs years ago using the road and always wondered Why it was built.
