Resident parking stickers

What is going on with the parking sticker question? I understand that the Council voted (minus one?) to enact the all day long restrictions on parking, and use of resident stickers. This should be an interesting task for our non-existent traffic division to enforce. How much will it cost to enforce and police? Where will offenders have to pay their fines? What effect will this have on business? What about business in areas like Shadyside where they have their own parking area? Will stickers be required even there? Will this put a financial burden on businesses who have to buy the stickers? How many will they need? I have many questions regarding this situation, but I do not mean to imply that I am against resident stickers. Just curious what kind of situation it will create and what solutions will be implemented.
