Edgewater Colony

Edgewater Colony plans to put public sewers to comply with the NJDEP requirements. The project has a hefty price and the residents will end up paying for this.
There are a few questions which concern me:
1) Edgewater Colony pays taxes like all other residents of Edgewater. Why doesn't the town finance the public sewers project v/s Edgewater Colony residents.
2) As per my understanding towns, states etc can apply for grants with federal government EPA agency to sustain waste water cleanup projects. Why doesn't the town help Edgewater Colony residents by applying for federal grants to finance the effort?

FERRY SERVICE A DETAIL ANALYSIS

1) Ferry service. The most controversial issue of all. The traffic in Edgewater has increased over the years due to the rental high rise community residents. Most people commuting to NY find it easy to take a bus to the ferry stop in Weehawken. I do agree that it will provide convinient means of transportation to edgewater residents communting to the city.
**** But I am not convinced that the traffic situation will improve at all.****
Reasons:
1) Most of the traffic congestion in Edgewater is due to GWB and access to major NJ highways via Hudson Terrace.
Analysis: This issue will never be solved by putting ferry in Edgewater.
2) Individuals commuting to the city use four methods of transport.
a) Either they take NJ transit bus to the City
b) Either they take NJ Transit bus to Weehawken ferry
c) Either they drive to Weehawken ferry
d) Either they drive to the city using Lincoln Tunnell or GWB
Analysis: Edgewater residents will continue using all the above modes of transportation regardless. A ferry will surely improve their commute time but doesn't address traffic issue at all. Items c & d are for individuals who can afford to pay for parking, tolls or ferry. The number of individuals who drive to the ferry stop in Weehawken are a selected few. How does this help the traffic problem? Go figure
Conclusion about Ferry:
I commute to NY every morning and I have seen the traffic patterns every morning. The ferry in Edgewater will surely make my commute easy but at what price.
Cons
1) Increased traffic of non edgewater residents
2) Increased parking problems
3) Increased enforcement costs (parking tickets, cops, rules, courts etc)
4) Increased congestion also leads to higher crime rates
5) Increased real estate taxes
6) Increased commercialization of a residential community
Pros
1) Increased real estate value (this assumption is very speculative. Real Estate values have gone up with the bust in the stock market. The valuations today are inflated and the bubble is bound to burst soon).
2) Convinience for Edgewater Residents
It will be much quicker commute to the city but at what price. Review the "cons" above.
If you know about Risk Management we are taking a big risk with the ferry project. The increased risk of all the "CONS" I have stated above.
The traffic situation is bound to deteriorate unless we close the access to GWB and re-route the GWB traffic through Fort Lee. This just might provide a little relief for traffic problems.
